Budget 2023 has increased the TCS rate for foreign remittances under the LRS from 5% to 20% (except for education and medical purposes). This sharp rise in TCS is effective since July 2023. The standalone cost of foreign tour packages may remain the same, but the overall cost to the customer, including TCS, will increase soon. However, you can claim the amount paid as TCS while filing your income tax return (ITR). “The Union Budget 2021-22 that offered considerable scope to catalyse Domestic Tourism was noticeably silent on specific announcements towards the travel and tourism sector. A 19% reduction in the tourism budget from Rs. 2499.83 cr to Rs. 2023.04 cr is a strong concern for a sector that contributes 10% to the country’s GDP and is a critical source of employment for travel, tourism, hospitality and allied industries. Despite the downside, Budget focus on infrastructure is of value - the highest ever outlay of Rs. 1,18,101 lakh cr for Ministry of Road Transport & Highways. Announcements on new economic corridors planned such as 3,500 km of NHs in Tamil Nadu, 1,100 km of NHs in Kerala, 675 km of NHs in West Bengal and 1300 km of NHs in Assam; flagship corridors/expressways such as the Delhi-Mumbai Expressway, Bengaluru-Chennai Expressway, Kanpur-Lucknow Expressway, Delhi-Dehradun etc. will serve to further bolster connectivity and hence domestic tourism. Advanced Traffic management system in all new 4 and 6-lane highways (speed radars, variable message signboards, GPS enabled recovery vans) will make for safe and smooth road travel. The focus given to connectivity via expansion of metro rail projects and the concepts Metro Lite and Metro New with augmentation of city bus service is a noteworthy initiative. Rs. 1,10,055 cr outlay for Railways and the National Rail Plan towards a ‘future ready’ Railway system by 2030 is a welcome move to develop domestic tourism – a vibrant growth opportunity. The Vista Dome LHB coach on tourist routes is a step in the right direction towards a positive travel experience. In addition, the announcement to have an indigenously developed automatic train protection system, will boost confidence in rail travel. The PPP model for 7 port projects of over Rs. 2000 cr and could have impact with regards to passenger liners and offer scope towards cruise tourism in the country. “Despite the challenging backdrop of the COVID era, the Finance Minister has presented a truly expansionist budget: We welcome the much needed investments in healthcare, focus on capital expenditure, prioritisation of assets, privatisation and no change in taxation – structured to revive and sustain economic growth. While the six pillars of the Budget presented a diversified approach to fundamentals, across health, capital, infrastructure, inclusive development, human capital and innovation, focus on the Travel and Tourism sector has been noticeably absent. For an industry that is a crucial contributor to India’s GDP (10%) and a powerful force multiplier, tourism related announcements – an imperative to revival and sustenance - were clearly missed. We are looking at a long road to recovery and the Union Budget has not provided the helping hand that was expected of it. The #UnionBudget paid special attention to the unique UDAN #scheme with its #announcement to increase air connectivity to smaller cities- thereby enhancing affordability of air travel and enhanced access for the common man. The Government’s key focus on transport infrastructure saw the Finance Minister highlight Bharatmala for road #infrastructure, Jalmarg and Sagarmala aimed at #waterways. The Budget also reiterated expansion of the national highway grid and state road network. In a clear focus to give fillip to #Inbound and #Domestic #Tourism, the government plans to develop 17 iconic tourism sites as world-class tourist centres- aimed at improving the flow of domestic and inbound tourists to #heritage destinations. A significant announcement was that of a #Digital Repository (containing folk songs/dances, videos on their evolution, traditional arts, anthropological documentaries of tribes) is to be created - with the aim of #preserving rich tribal and further enriched and strengthened.
